well that particular bonus is gonna be pretty hard to find on a dropped weapon, though if you can survive it not being max i remember some collectors early in the game (kryta i think) have wands like that

Yup I know its gonna be rare, I have a collectors wand from Henge but its not max damage and I need it to be.
